A company based in North Las Vegas and one based twenty minutes away hold the same licence and are checked against the same board, which is why a North Las Vegas job usually draws bidders from across the valley rather than from a single ZIP code.
That is the point rather than a compromise. Limiting a North Las Vegas job to companies with a North Las Vegas address would narrow it to whoever happens to be nearby, which is not a market — it is a coincidence. Every licensed company in the trade sees the same written job at the same moment, and the one that wins it wrote the best bid.
What does change with the address is drive time and scheduling, and both show up in the bid itself. Each one states the earliest the company could start and how long the price stands, so the trade-off is written down in front of you instead of discovered later.

Up to five. That is a cap rather than a target: five written bids answering the same scope is enough to see the shape of the market, and past that you are reading the same information again. It also keeps bidding worth a company’s time, which is what keeps the bids considered rather than thrown out.
